New law expands Connecticut scope of practice

Connecticut adopted legislation (HB 5514) that, among other provisions, allows dentists to administer neuromodulators and dermal fillers beginning Oct. 1 (Sec. 34). Championed by the Connecticut State Dental Association, the new law strictly limits cosmetic injections to the following facial anatomical areas:

  • Lateral canthal lines (crow’s feet) – neuromodulators only
  • Nasolabial folds
  • Lips
  • Marionette lines
  • Chin

The law explicitly prohibits injections into the following areas:

  • Tear troughs, infraorbital hollow, eyelids, medial canthal region or other orbit-adjacent soft tissue for under-eye or periocular volumization
  • Forehead, glabella or eyebrows for cosmetic enhancement purposes

Dentists wishing to provide cosmetic injections must complete adequate hands-on training that meets specified requirements.

In addition to the cosmetic injection provisions, HB 5514 allows dental assistants to take radiographs under general supervision (Sec. 33). It also expands continuing education requirements to include, as acceptable options within the state’s mandatory CE categories, training on screening patients who may be victims of human trafficking and improving proficiency in treating patients with intellectual and developmental disabilities (Sec. 36).
