Following the enactment of legislation last year, Maine has finalized a rule instructing insurers to submit additional financial information on dental loss ratios (DLRs) for evaluation and possible remediation if they are determined to be outliers. The rule directs insurers to calculate their DLR and contact plans that fall outside two standard deviations from the average DLR rate for all dental insurers in the state. If the state’s average DLR decreases for two consecutive years, the Department of Insurance may look into plans outside one standard deviation. This regulation builds on efforts across the country to provide greater transparency on the value of dental insurance plans.
