Congress recesses for the summer

Congress recesses for the summer Congress has started its annual August recess. Neither chamber has approved all 12 of its Fiscal Year (FY) 2025 appropriations bills, even though funding for the current fiscal year expires on Sept. 30. When Congress returns next month, it is expected to be in session for no more than three weeks before adjourning until after the November elections. It is likely that Congress will again pass a continuing resolution to fund the government beyond Sept. 30 at FY 2024 levels to avoid a government shutdown and postpone the decisions on the full FY 2025 budget to the new Congress in January.

Congress also has several unfinished items of interest, including legislation to enhance healthcare price transparency and address drug shortages. It also may attempt to enact tax legislation before the end of the year. The House passed the bipartisan Tax Relief for American Families and Workers Act of 2024 (HR 7024) in January, which includes a number of provisions benefiting small businesses; however, the Senate was unable to pass its version of the tax bill before the August recess.
