The House passed the One Big Beautiful Bill Act of 2025 (HR 1) on May 22 by a vote of 215-214. The legislation seeks to carry out several of President Trump’s priorities using the reconciliation process, which allows the bill to bypass a filibuster in the Senate. The bill would make permanent the 2017 tax cuts, provide new tax breaks, slash federal spending by at least $1.5 trillion over 10 years – mostly from cuts to Medicaid and food stamps – increase spending for defense and border security and raise the nation’s borrowing limit by at least $4 trillion.
Implications for OMSs include a combination of tax cuts and tax increases that may affect small businesses, limits on federal student loan borrowing that will impact dental students and residents, and changes to Medicaid that could affect access to oral health for Medicaid beneficiaries. AAOMS has submitted comments throughout the process to stakeholder committees and House leadership, recently sending similar comments to Senate leaders in anticipation of action on the bill by that chamber.
